You can download the YouTube video using an online service. Then create a FB page, and upload that video to FB creator studio (Create a new post). Allow auto-generated captions(Arabic), save the post as a draft, or publish it. Then go to your drafts/published posts, find the video, and edit it to enable auto-generate subtitles (English).
