  Looking at Pomf (which now seems to be Uguu), it seems to be anonymous uploads + anonymous downloads. PicoShare is private uploads + anonymous downloads, so the instance admin can upload and share files, but nobody else can upload files or view the file index. Source: about 2 years ago
