Was it Everybody Edits? I don't recall the blocks being limited for the most part but everything else sounds like it. The game's not online anymore but the splash screen on the main page might tell you if that's the proper graphic style. Source: over 1 year ago

You might be interested in looking into a few Minecraft clones if price is a concern - Minetest is the most well known one from what I've heard but I was recommended Terasology a few years back. Source: over 1 year ago
