We use PINES which is based on Evergreen, which is open-source. I believe there are vendors you can pay to help you set it up and run it, and there's a volunteer community that will help, too. Of course, this is at the expense of having someone else run it *for* you, but my understanding is that we (Georgia libraries that use PINES) decided to make the software to address limitations in existing ILSs. I agree about downpour.com - the vast majority (at least 99%) of the titles listed have no copy protection, so you don't have to worry about playing them only on a specific piece of equipment or specific software - any program and/or any device that will play MP3 or M4B files will work (plus you can play it online from their website).
