Get EMCO UlockIT it's freeware and see if that will delete the folder. If that fails you might need to adjust the folder permissions but I don't think it will be necessary. Source: about 1 year ago
Solution Either go to Safe mode and delete this file OR Download free https://emcosoftware.com/unlock-it Software, Which unlocks this locked file and can delete it. I have used the software and deleted it. Source: over 1 year ago
