To be fair, the "whole internet" was very different in the early 2000s. This was before social media was really a thing, before internet connection was even a thing for many people. A stream like that would have meant that maybe a few dozen or hundred people got to see you and maybe a portion of your clip ended up on ebaumsworld.com.
