Why don't you use Dynamic-DNS like https://duckdns.org and have the pi send your IP to the DDNS with script automated to run every 30 mins in crontab. That way you don't need anything like what you talked about and your DDNS would update from the very same pi that you are running the pi on! Source: almost 3 years ago
