Well yeah, I mean no one forces you to use Explorer for file management under Windows. I'm an old-time Norton Commander user, and when Windows came around I switched to Total Commander. I think you can use https://cdburnerxp.se/ to create VCDs directly from the video files you have. Its been years since I burned any kind of CD so I can't say for sure, but I believe it supports making VCD. Source: almost 2 years ago

Assuming you have a CD-ROM/DVD-ROM drive, you can use a program like ImgBurn or CDBurnerXP to "rip" (copy) the disc onto your computer. Most software will rip as BIN+CUE or ISO. You will be able to use that in a PS1 emulator such as Duckstation or ePSXe. Source: almost 3 years ago
