As to a normal "reloading" manual, IMHO the people that parrot this are about as worthless as they come. Welcome to 2022 where everyone that makes powder or bullets has load information on line. You have places like loaddata.com that have tons of information on line (pay site) you have things like quick load (not 2022 more like windows 3.1) and it is also a fantastic tool. City data.com is where I get my stats and they disagree with you. Ny, Boston, Seattle, Salt Lake, Pittsburg, San Diego all have less violent crime, and these are all comparing 2019 numbers. We both know Austin has had huge increases in those times. Higher increases than almost any other city. Lots of cities have had bad increases but in 2021 we are breaking records for the city.
