DisasterLAN (DLAN) is a secure, web-based, mobile friendly emergency management system that provides tools for shared situational awareness, workflow-based information management, and real-time communication to help your team prepare for, respond to, and report on issues. For web maps I'd strongly recommend using OpenLayers. While it's less convenient to get started with compared to the alternatives it's also much more feature-complete and you'll likely hit a ceiling in terms of functionality much later than you would with the others. Source: 12 months ago
