• Need help in finding some very specific audio software

  GoldWave (for Windows) had a Speech Converter tool that does text-to-speech and speech-to-text. It uses the Windows Speech API, so it probably won't be as good as Google. Source: over 1 year ago

• Audio Editing/EQ Apps?

  GoldWave should be able to do that. It doesn't support saving the audio back into the video file, but will save it to a separate audio file. Source: about 2 years ago
