  Commento (https://commento.io/ ) is a nice service that I've used with static site generators like Hugo -- very easy to add to a project - no real coding required to include it, and people can add comments to your blog etc...   There's an Android app called Tasker that is much more flexible and powerful. It allows you to set up rules that trigger actions based on the contexts of your choosing, including combinations of contexts (ie location + time). It's $3.50 in the Google Play store.
