My recommendation is to sign up for codecademy.com and create an account to learn SQL over there. Also use sqlbolt.com because both of these websites provide detailed interactive SQL tutorials that should help you write it. So it definitely happens on the HBO Max app from the play store, but does NOT happen when I stream from play.hbomax.com in fullscreen...weird stuff...but also I don't remember ever seeing anything about a 480p limit from streaming apps, and the HBO Max app is definitely higher resolution than that, it looks exactly the same from the app to the website...thanks for the tip though, I guess I'll just use the websites...
