US guy here (not a lawyer), definitely set up the company first and have written stuff in place for what each founder/dev gets. Team disagreements over a multi-sig or distribution can be a killer and are likely going to be your main issue. I discovered Resistbot a few years ago and have since contacted government representatives hundreds of times - it makes the process so easy. I do it through Facebook messenger.
