For 2, it’s not widespread, but https://link.nyc is about as close as you are going to get (along with assorted businesses, like Starbucks or McDonald’s, offering WiFi.). Source: about 1 year ago

LinkNYC is prevalent in midtown, while scattered elsewhere. Look for the big gray kiosks with screens showing facts about NYC, ads, etc. I haven't used them in a while, but info can be found here: https://link.nyc/.
