I use Vivid here in Germany (https://vivid.money/en-de/) and before that Bunq (deemed it too expensive) (http://bunq.com), but these are both only available in Europe. So, by default, Android is configured so that random games and apps you install aren't allowed to change the hosts file. Otherwise, they could drop an entry in there saying that facebook.com is now some IP address that they own, or bankofamerica.com, or whatever and steal your data without you ever suspecting a thing.
