You can take your Mac to Apple and have them doing a firmware restoration (Apple Configurator 2) on it for free to see if that fixes it. Or you can do this yourself if you have a second Mac to work with with Monterrey or Ventura. Source: 11 months ago

On a larger scale, if you want this to happen automatically when users take their devices out of the box the first time, you're getting into device provisioning and deployment / MDM territory. If so, you'll want to start looking into Apple Business Manger, the Apple Configurator, or an MDM like JAMF Now. For those following this thread: I've just discovered a tool called Vysor which allows you to control your fire tv from another device (like your laptop). It's not a native remote..
