Whenever any user tries to access let's say 'paloaltonetworks.com' directly through the web browser, it works, but let's say they head over to google.com or bing.com and they try to search for Palo Alto Networks, and they hit on the link that redirects to paloaltonetworks.com, the URL Filter flags it as blocked and the user receives a Palo Alto's 'Web Page is Blocked' response page.
