I’d ditch adobe animate, although it has its benefits, and check out something like https://animationpaper.com/ and pick up Richard Williams animation survival kit and you’ll be set for a while. (They are C++/Qt for whatever that's worth). Not to mention what Blender has accomplished with the development of the Grease Pencil module.
