    I don't know if this will work, and I'm sure someone will correct me if I'm wrong... BUT! What if you upscale it on something like "upscale.media" (that is a url), then print it at 300 dpi, however big you can get it to be. Then scan that print to be as big as you need it.     Photoshop is not the best choice here. If you're new to design, better learn Figma. Adobe didn't pay $20 billion to acquire them for nothing, they know it's a better software.
