There are services such as 3playmedia.com that can transcribe within 2 hours of upload and deliver a .VTT or other subtitle/caption file (whatever is required for captions in your editing software). If you need something better than automated transcription, and you're willing to pay for it or you can convince your department to pay for it, then something like rev.com or gotranscript.com will provide you with much better quality for more money.
