  We send out a transactional newsletter as part of https://sendcheckit.com - but it's a custom-coded application that makes it all happen. If you're not in a spot to do that, I'd recommend looking into trying to make something happen with Sheets, Zapier and Bento - https://bentonow.com/ - I know that they at least have the capability of doing this but I'm not sure how much wiring up you'd need to do for everything.
