Safari isn't working and I can't upgrade my Mac

It's been a few days since I got back a MacBook air that seems to be on OS X Maverick 10.9.5, it dates from early 2014. My problem is that when I go to Safari it blocks certain sites with the error "safari cannot establish a secure connection to the server". So I asked around and tried several methods such as changing the DNS, resetting Safari, etc. But nothing worked. I firstly think that it was because my Mac were too old. I watched a few videos to find out how to update it, because it doesn't offer me any updates. To install this one, everyone asks you to go through support.apple.com but this domain doesn't work, safari gives me the error "can't establish a secure connection to the server" even though the apple.com site works! So I tried to create a bootable USB stick from my Windows computer to upgrade to El Capitan (I don't know much about it, but these versions seemed to be old enough to be compatible with my Mac) but after a long search for an "OS X El Capitan.dmg" file, I finally found one. I set up my USB key, tried to launch the update on the Mac and everything went fine. After a few seconds, it cancelled the update because "Impossible to check this copy of the installation... It could be damaged" it asked me to go through the app store, but it didn't appear in the app store. I don't know what to do, do you have any solutions?
