Hey there, third year PhD student here. Most places in C-U are safe. Check zillow.com and apartments.com to get an idea of what's available, especially for grad students. I recommend between Lincoln and Philo on the east side or between Neil and Prospect on the west side, as well as staying north of University and south of Kirby/Florida. (Essentially, I've drawn a square around campus with the above recommendations - that will rule out a lot of housing in overpriced apartment complexes right next to campus and a lot of primarily undergraduate housing.)
