If you're really budget conscious and want to get the most value you should learn how to set up and serve your apps in a vps. You can find extraordinarily good deals at https://lowendbox.com. Cheaper than cloud providers, great for development, and I've still got services I've found on there from 8 years ago. I have a dedicated mail server for $10 a year because of a black Friday deal. I have VPS's all over the world set up for testing and deployment (mostly through containers) and I'm paying less than $35 a month for all these services because I waited for the right deals. Now I've basically got my own cloud with redundancy built in, albeit in a kinda hacked together way.
