Motion OS has unfortunately stopped but MotionEye itself is still on-going (last update was a month ago to two yaml files).

The simplest way to install this is to use Diet-Pi as the base operating system and use its package manager to install MotionEye. Select 'camera' off this page to see more (page is very weird on the iPad here though).
