I would probably suggest try experimenting with some lightweight premade theme like Generatepress first to get yourself familiar with WordPress and it's basic functionalities. With GeneratePress I guess you can make some simple websites for lower ticket clients too.

When you think you are ready, you can experiment with custom theme development etc. Do you have any coding experience? If not, take a look at freecodecamp.org and their Web Design and Front end libraries courses!
