Cambridge University Press has been publishing dictionaries for learners of English since 1995.
My second preferred is dictionary.cambridge.org (not the learner’s one). I use it alternatively but still can’t compare it to lexico.com. Not to mention, the UX/UI of lexico.com is so good.

Free online dictionary of British English and American English from Oxford.
I had skimmed through the closing announcement days ago, and I thought it was just some sort of rebranding like last time, from oxforddictionaries.com to lexico.com. Today, I wanted to look up a word but got redirected to dictionary.com, I was like WTH?! I was totally unprepared. What’s with the horizontal ticker? Is it a stock exchange or something? No offense, but dictionary.com sucks.
