Why is کلا spelt like that when kamal is کمل ? My question is about the first two letters. Both are k+a

In Urdu for instance, کلا can also be used for Kila (fort) - in fact I dont think they use kalaa for Art (they have فن / फ़न for that). So if I am looking to understand etymological origins etc and to verify if a word is legit, I use this.
