Whether your email address has been leaked means whether people on the internet know that your email address exists. Looking at gmail, there could be near infinite possible addresses (weightclearagreepower@gmail.com, stringcirclebriberylet@gmail.com, etc.). If a scammer were to try to email every possible gmail address, it'd be pretty obvious they were a scammer and their emails would be sent to the junk box (not to mention that there are over 8 billion possible addresses with only 8 letters at the beginning [aaaaaaaa@gmail.com], not mentioning numbers and other characters). If your email has been leaked, then scammers don't have to guess at email addresses; they know that your email address is real. Have I Been Pwned also shows you if your email has been leaked in such a way. This has nothing to do with 2fa or your email security. It's like if you gave a friend your email address. They don't need 2fa to email you; they only need your address.
