[Snebu[(https://snebu.com) (Simple Network Encrypted Backup Utility) can fill your needs. Backup data is stored as a collection of .lzo compressed files on the backup server, with filenames reflecting the SHA2 checksum of the file. Which gives you file-level deduplication across servers. Metadata (which file belongs to which server, path, ownership, etc) are stored in an SQLite DB on the server. You can push backups over ssh with granular permissions (backup, restore, expire, etc.) or you can have the server initiate backups to the clients over ssh and sudo. Tar is used to read/write data on the clients and an RSA public-key encryption layer is provided with an included "tarcrypt" tool (with the encryption being public-key based, you don't have to leave a sensitive password on the clients in order to back them up unattended).
