Moved into student dorm. Don't have direct access to router. How would I go about accessing my server?

TailScale Portmap.io ngrok
  1. Private networks made easy Connect all your devices using WireGuard, without the hassle. Tailscale makes it as easy as installing an app and signing in.

If you are able to use software on both the client device and server device, for example if you want to personally connect to your server via SSH or RDP or NFS, you can create an account on Tailscale which will let you establish what is essentially a VPN connection directly to a virtual network containing your device(s). Install Tailscale clients on both your server and your client device (laptop, smartphone, tablet etc).

  2. Expose your local PC to Internet from behind firewall and without real IP address
If you want to open up a public Internet port to allow anyone to access a particular resource on your server, without the client needing special software like Tailscale, I recommend Portmap. The free version maps one port and doesn't guarantee that it won't change on you. You can pay to get multiple port/IP combos.
