I don't understand why the amount of programmers matters. I did work for the obama admin for a supportive site for the healthcare.gov release. They spent 8 figures on it. I was on phone calls with dozens of government employees over the term of it. Not one of them gave a flying shit about anything and they were all getting paid to sit on a phone call with me, the one guy who was actually working. This is how these government projects work... Its a fucking scam.
