IMO it's better to learn PHP (not just syntax, but how everything works) along with a framework. And in this case I would highly recommend Laravel as it is very easy to use, super versatile and it's documentation is top-notch: Https://laracasts.com/ Although I'm currently a JS developer, I started off with laravel+php and spent the first 2-3 years of my career with it. I'm yet to find a framework with such an extensive documentation+community as Laravel :).
