Libera Chat Easynews Matrix.org
  1. A next-generation IRC network for FOSS projects collaboration!
In any case, overnight (over the course of a weeklong overnight) basically everyone moved to irc.libera.chat. I voted (simply reaffirming the Ubuntu IRC Council's decision although in full agreement after my review of the situation) to move Ubuntu from Freenode to Libera Chat.

I'm 21 years old and I grew up far after the era of IRC, but I now use IRC every day thanks to free/libre software projects. Check out Libera, OFTC, and Snoonet. I personally think the protocol is past its prime due to a lot of archaic flaws (not being able to view previous message history, not being able to send photos/videos without a third party service, plaintext, the network sometimes doesn't know you're nickname is not in use when you disconnect from the internet for a second and you lose your nick unless you disconnect/reconnect manually). But overall a neat protocol that serves as a foundation for what was to come. Also check out Matrix, with is a more modernized chat protocol that is similar to IRC.
