I think I understand what you mean now though. Off the top of my head I've never had to do something that complex with forms. I use Gravity Forms typically for all client work and they do have conditional logic for fields (show this field if X field has X value for example), which "may" work in your case, but I have a feeling your needs are much more complex. Gravity Forms is a very popular plugin though and there are dozens and dozens of add-ons for it. https://gravitywiz.com/ for just one example has over 36 add-ons, one of which may have something like what you're looking for?
