Ideally someone that actively tries to improve at the game from time to time and at least knows what their chess.com rating or lichess.org rating is. I'm at 1200 rapid, if anyone cares, but so long as you like chess I don't care if you're way better than me or way worse than me. I like to teach and learn, and for those who aren't sure about what ratings are... 1200 rapid isn't very good in the grand scheme of things.
