If you want to completely disguise your internet traffic, make a TAILS usb. IANAL and I’m not Australian so I don’t know if there are any laws banning the use of the TOR network, but using the tor browser on your regular windows/Mac/Linux environment won’t be enough. TAILS is an entire operating system dedicated to making the use of TOR as anonymous as possible. TOR isn’t foolproof, so make sure you follow this guide to set it up.
