Dungeon Painter Inkarnate Dungeon Builder
  1. Dungeon Painter is a free powerful encounter map design tool.
It's hard to beat Inkarnate for its raw capabilities in both world generation and map/dungeon design. And it has a free option. Obviously limited, but you get what you pay for in truth. Next for me would be the (potentially pricy, but very worth it) Caeora integrated into World Anvil. The complexity you can manifest is absolutely insane. While Azgaar (and "similar" (itch.io) based tools) are without a question intuitive and while "generic" (and lest we not forget the OG classic), very viable alternatives... At least for whole region/world generation. If you just need/want dungeons or localized maps, then you'd be hard pressed to find better than either Dungeon Painter/Pyromancers or Dungeon Fog. With Dungeon Builder being an amazing 3D ISO map builder without breaking the bank.
