Why does the public library use Hoopla and how might we get it changed to Overdrive?

By the way, if you are a Chrome user, there is a wonderful extension (Library Extension) that allows you to identify your local library and it will let you know if the local library (and Hoopla) have the book you are looking at if you are browsing either amazon.com or goodreads.com. I've donated to their development effort since they've saved me money more than a few times when I've borrowed rather than purchased books.
