The code for Java is open source and available at OpenJDK™.
What I'd do is download the .jar version of the randomiser (marked as being for "other platforms" on the download page, but windows runs it just fine), and download an up to date version of java such as this one here - I'm using OpenJDK 11 with the HotSpot JVM, and with those options the randomiser jar works for me.
