Lazy Loading Image

I'm trying to implement lazy loading in my website, I used this library https://github.com/aFarkas/lazysizes which is really good and easy. But let's say you go to medium.com you see a blurred image first and then you see the full image correctly. According to this library, this concept is called LQIP https://github.com/aFarkas/lazysizes#lqipblurry-image-placeholderblur-up-image-technique. But what I don't understand is how do you get those low quality images? For example it says:.
