You should be able to find cover art above 1000x1000 for Goo by using the program Album Art Downloader. Album Art Exchange used to be a great outlet for finding high quality cover art, but it was taken down. Source: 12 months ago
I don't know of a specific plugin, but I know myself and plenty of others use this. Https://sourceforge.net/projects/album-art/ It integrates very nicely with the foo_run plugin, allowing you to call from the right click -> run services context menu. Source: 12 months ago
Best downloaded is still this : https://sourceforge.net/projects/album-art/. Source: about 1 year ago
The metadata/tagging can be done while ripping with all mentioned also. Or something like Mp3tag can need used to edit them later. With Mp3tag you can also install Album Art Downloader and add it to Mp3tag as a Tool, as this post describes. Works well to lookup album art from different sources. Source: about 1 year ago

There is also Album Art Downloader that I also haven't used personally but I've seen highly recommended elsewhere. Here's the list of plugins for the various sources it can retrieve artwork from. It can integrate directly with foobar2000. The dev maintains a support thread at Hydrogen Audio here. Source: almost 2 years ago
When looking for album art for downloaded mp3s or to add artwork to Last.fm, I use Album Art Downloader to get the image files (tip: iTunes almost always has the highest quality graphics). I then use Irfanview with the RIOT plug-in to shrink it to 1600x1600. RIOT reduces the filesize. So what started as a 3000x3000 12MB image downloaded from iTunes becomes a 1600x1600 168kb image. Album Art Downloader pulls album art from Discogs (as well as iTunes, Deezer, Qobuz, MusicBrainz). I'm not sure if it downloads Discogs art at higher than 600x600. I usually check the iTunes and Deezer art first (which is usually at least 1400x1400). Source: over 2 years ago
