For pdf annotations on Windows I use Foxit reader, on Android acrobat reader. For highlighting web-content (pdfs, articles) I'm still looking for a good solution but will maybe stick to Memexor hypothesis. On iOS there's Command Browser (one time purchase) I already use and love for webcontent- and they have Android on their roadmap too.. If that's the case I know where I belong ;). The Memex browser extension might be useful as you can highlight the information you find relevant while reading and you can comment on each highlight. This saves locally with the link and you can still see the highlights when you go back to the page.
