Surf[1] is merely a Webkit wrapper. If you mean NetSurf[2], it's actually doing OK in resource constrained environments, although it's been a while since a release, which is a bit concerning. Yes, it's enough. It won't work in some browsers, though all common ones should be ok, I think. If you inspect the source of the page, the href attribute of the link has those same encircled letters (percent-encoded as %E2%93%A1%E2%93%A4). That is, Reddit's software doesn't replace them with ordinary r u when formatting the comment; it's your browser that does when you follow the link. I've tried it with Firefox,... You can also not use a wm and use a program like tabbed, in tabbed itself you need a way for programs to be embedded, it seems, and I cant find out how to make it work with firefox (I tried for like 3 minutes). I was hoping it might be possible to use bspc to launch specific windows to specific workspaces in set positions, by passing in an arbitrary command (like a browser command opening a webpage/element), and then just set up my predefined HUD workspaces in a config that auto-launches on login.
