I would suggest not minimizing the game as then the OS can implement its own throttling, which can cause the same issues. Other conflicts can also arise with the OS manager if a process with a higher affinity rating kicks in, so something like Process Lasso may help identify if that is happening. Project Lasso, it's a CPU scheduling and monitoring tool, or at least that's all I use it for. It allows you to see all the processes running on your PC and assign which cores they are running on.
