i've been using https://presearch.com/ for a little over a year roughly. it's a search aggregate, which pulls from a custom list of search engines. You can set it up to include or exclude engines from their list of about 100 large sites or add your own. No, there is not a search API currently. That is something that may be provided in the future (paid API, similar to Bing or some other search engines), but for now the only way to access Presearch search results is through using it on presearch.com or through one of the mobile apps or browser extensions.
