This article was what I originally followed when making this drive, although instead of using DiskMaker X like the article recommends, I found Install Disk Creator had better compatibility with some of the older macOS installers. You don't need to install Mountain Lion first just to get to El Capitan. Go to this page on another Mac, scroll to the bottom, and click the "OS X El Capitan 10.11" link, it will directly open the download page for El Capitan.
