Generally what's going on to make speed tests deceptive is that ISPs usually have 'burst' downloads and uploads, and when they see you going to speedtest.net or one of their own speed test sites, they have crafted the 'burst' duration to match the data load that the site uses for testing. This gives you a theoretical result. It's why residential connections have 'up to' as part of their advertising, eg 'up to 300 mbps', but the actual contract doesn't guarantee those speeds at all.

I just had Shaw internet installed and when I check on fast.com, speedtest.net, google built-in speed test or even speedtest.shaw.ca I am getting around 600mbs download, my current internet plan is 1gig.
