    There are a number of free wikis like Wikia and Wikidot. Also you can use a desktop wiki if you don't require others to read it. Personally, I use Zim.

    Both Fantasia Archive and World Maker are downloadable, free, open source projects (I haven't actually used either, but they look decent). Obsidian is also a decent free option for a desktop/personal wiki, though not worldbuilding specific. There's a guide to using it as a GM tool, which is similar to worldbuilding.
